Irresponsible owners may force their dog to remain in a situation that is distressing to the animal. Dogs who become overwhelmed may lash out and bite. 
  • Forced interaction - Skittish or fearful dogs should never be forced to interact with others outside of controlled training and socialization sessions. Puppies who were born during the pandemic may have had little or no contact with any humans save for the ones they live with up until recently. Reckless owners may force their dog to accept petting from strangers, believing that it will help the dog. In reality, it may cause the dog to bite out of fear. 

It is on dog owners to ensure that their pet will not bite a person. Many, if not most, dog bites are caused by irresponsible owners.
